What is it, What does ? For non-jailbroken device ?

Nothing for non-jailbroken devices since you can only install it via a jailbroken device. It basically changes the functions of certain games to your liking but it doesn't for all of them.

Flex is essentially a class sump for apps, in which you can edit the methods within those classes to make hacks. No, it is for jailbroken users only.
