Hey there,

One of the hack features is “0 citizen cost” - What exactly that means as I am not able to start upgrade of a building when all my workers a busy despite the fact that I see 22 free out of 22. Is it possible to use workers over that 22 busy or “0 citizen cost” is something different.

And once again - Is there an option to instant upgrade university tasks as in armory or library?
