Help/Support Bypass iCloud activation 9.3.3

So my idiot brother bought a cheap iPad Air 2 on Craigslist when I told him not to because it could be stolen,that's why it was so cheap. But since he didn't listen to me and bought it anyways. Now the I told you so is stuck in his head. He tried calling back the seller but goes straight to voicemail. Seller probably used one of those phone apps as contact, lol. But anyways is there any way to fully bypass iCloud activation, I've search the board already and found some ways, but it's just a semi bypass. Nothing full. Any help would be appreciated. yes already have, but since the device was log into iCloud with find my iPhone on, it require a iCloud activation

You'll have to take it to a service shop. They'll probably need to swap something inside the phone which costs over $90.
