Theos wont "Make Package"

Once I'm in the directory of my tweak and I run 'make package' I get the error: make: *** No rule to make target 'package'.  Stop.

I have go no idea how to fix this, before this I was getting a non existing directory error for "/tweak.mk", but I fixed it by editing my bash profile file. If anyone can help me out with this I would very much appreciate it :)
 
P.S. I'm using Cygwin on a 64 bit version of Windows 10
 
UPDATE: I managed to fix that error but now it pauses for a few seconds then gives me the error: ==> Error: The vendor/include and/or vendor/lib directories are missing. Please run `git submodule update --init --recursive` in your Theos directory. More information: https://github.com/theos/theos/wiki/Installation.
make: *** [/home/Anonymous/theos/makefiles/master/rules.mk:23: before-all] Error 1
 
UPDATE 2: "Please run `git submodule update --init --recursive` in your Theos directory." This literally fixed it for me and now I have no more troubles with theos :D
