actually is just the Gangstar Cheat, i install some more and i can find it

Not sure why the Cheat's settings won't appear...?

 

Try uninstalling, rebooting & reinstalling again the rebooting again.

didnt work, looks like all the debs i install from ifile works

Install that .deb from iFile also. I'll send you the direct deb download link via PM.

 

Remember to uninstall all previous hacks and reboot.

I just realised that @@AirMAX's Gangstar Vegas hack found here is actually a tweak but his instructions and tags are outdated.

Do you have PreferenceLoader installed from Cydia?
