Help/Support Way to get Free Refunds without having something purchased?

Hello guys, I've been refunding on Apple but Apple is too hard and complicated to keep refunding they require Order IDs, CC digits , dates and all that 

 

 

But I heard the Google Play Store has a Two-hour no-questions asked refund policy where you can refund a In-App Purchase without no questions asked 

 

I don't have anything purchased in my Google Play Account but can I somehow get them to give me a "refund" even thou I didn't purchase anything?

I'm pretty sure you would need some kind of purchase id for them to refund anything.

Also I think they can view your purchase history, so I'm pretty sure it won't work.

You could try on a dummy account though

There is no way to se them they have it all on record

And refunds are only given on apps movies ect not iap
