So basically, not jail broken but yet jailbroken.

Don't want to lose my apps. And i once tried to turn it off, and it ft stuck in boot loop, AGAIN! I prayed so hard and after a couple of days, it booted up in SM, I'm screwed, will have to update to iOS 9.3.2 to restore. Any idea on how I could just keep iOS 9.2 using iTunes? I have the ipsw file.

You can try Cydia Impactor. Not sure if it works on Safe Mode though.

Well what happened was my iPad was showing low battery, this is before it ever got stuck in boot loop and then it powered off and then, boot loop and I can't use Cydia impactor because I didn't have it download and now I can't access my tweaks, even if I download them and yes, I can resorting my device but if I power it off, Kablamo! Boot loop.
