Request Instagram app ?

I was hoping to find a free app to control accounts , i need to know who's not following back and stuff ,

 

I found alot but after u do some actions you (must) pay or delete the app . Its sad that I can't find someone who can either hack or just create a free app

You can use the free tweak InstaBetter, it gives you a lot of additional features and one of them shows you the "Follow Status" of people.

"Follow Status" shows you if the Person is Following you, you Follow them, or Both Following Each other.

 

It only shows that status when you click on the person. It won't give you a list of the people who are not following you.
