i try safemode,mobiledata,logout restart and log in,remove icat in cydia but it still not work

You can always try the final solution. Which is to use Cydia Impactor.

Basically removes Jailbreak, so you can re-jailbreak.

i can update my app in appstore but i can't download new app it say Cannot connect to ITunes Store.

i think the problem is because localAPstore i already uninstall it but maybe there are some-left over file maybe. need help about that ?

I have LocalIAPStore installed, doesn't happen to me.

I'm On ios9.1 and when i try to use localapstore (buying something)it always say cannnot connect to itune .
