I didn't have the chance to install any tweak, I already tried iMazing, iexplorer and iFunbox

So, basically you have no tweaks or anything installed and you're getting this error?

 

Sounds like you need to restore. :/

yea that's it.

 

I'm trying to restore but it gave me itunes error 3194 and now error 17

Check your AntiVirus or your hosts file. And make sure you're not restoring to an unsigned iOS version.

I'm ios 9.1 restoring to Ios 9.1 

 

I inserted a 3 lines into hosts file to fix error 3194 now gives me error 17 for fixing 3194, I'm starting to give UP!! :(

You cannot restore to 9.1. It's not being signed anymore. You are forced to update to 9.2.1.

Manually install Cydia Impactor .deb file and un-jailbreak your device so you can jailbreak it again and keep your current iOS version.

 

That was regarding Cydia Impactor which you could not install. In iTunes, you're always forced to restore to the latest iOS or the one(s) that is/are being signed.

You already have your Jailbreak, it's just Cydia isn't working properly. And without Cydia, there's not much you can do with it.

 

There's probably another solution to solve your issue, but with no tweaks or apps or anything installed, the chances are slim.
