tried that already in the beginning  

Manually install Cydia Impactor .deb file and un-jailbreak your device so you can jailbreak it again and keep your current iOS version.

Download the latest iOS firmware and restore 

Install the latest firmware from here

Cydia Impactor isn't working on iOS 9 , it'll brick his device , i tried once

I already downloaded the ipsw but when I try to restore via Itunes it gives me an error...

Download the deb and install it via ifile.

make sure you download the latest firmware and latest iTunes

the thing is that I can't download ifile because that cydia error..

Then try inserting the deb manually into /var/root/Cydia/AutoInstall and reboot.

How can I get there without using any tweaks please?

Hopefully you had Apple File Conduit "2" installed.

Hopefully you had Apple File Conduit "2" installed.

I didn't have the chance to install any tweak, I already tried iMazing, iexplorer and iFunbox
