No but i download pdf file from safari its download with no any proplem !

You have to have the manager. The PDF gets stored in a path specific for it only. For other files, the download manager is needed. Go find it in Cydia, install it, follow the instructions to download a file, and tell me the outcome. If all else fails, I'll get shmoo to repost the link.

It should say something about direct download
