I know that but how do that help with the problem I am facing...

Installing the deb manually skips the iOS version check on Cydia.

it won't help but if you install iOS 9 tweaks then it'll break your device for sure

it won't help but if you install iOS 9 tweaks then it'll break your device for sure

they make the tweaks work with iOS 9 by adding a line into the MakeFile

it'll work only if there's a function only found in iOS 9
