How can I duplicate clash of clans in iOS 9.0.2? And play with 2 accounts?

You can make a backup, restart your device, get CoC, make your new account, restore to backup. If your jailbroken, can't help you there.

How can I duplicate clash of clans in iOS 9.0.2? And play with 2 accounts?

Yes, I believe you still can and there's a few way to duplicate apps. Try using the search bar.
