Obviously. That's mainly why Pangu released a Developer version Jailbreak so the tweaks can get updated for iOS 8 but you know people will still Jailbreak and install Cydia anyways.

And some things do work like MovieBox or Popcorn time or any other apps that don't require Cydia Substrate but require Jailbreak.
