I didn't actually try safari, but because I'm mainly worried for the app store

They crash, right?

 

Try installing Crash Reporter from Cydia.

I got it, I can't even find it. I'm looking for it in the settings and it's no app.

iCleaner has an icon on your home screen. :)

 

If it doesn't come up, reinstall UIKit Tools from Cydia.

For a while, App Store stopped letting me update or download apps and now App Store or Safari ain't opening.

I don't have much info, I don't even know why this happened but I need quite a lot of help.

iOS 9.0.2 btw if needed

Install Crash Reporter from cydia.

After that, open the Crash reporter app, it should give you what's causing the problem.

I'm getting no notifications for either

 

That might be because there is an error when loading the binary into memory. Install "syslogd to /var/log/syslog/" from saurik's repo, reboot, and run the application. Then retrieve the syslog file from /var/log/syslog, open it, and at the very bottom of the file, find any errors when trying to load Safari and/or the App Store, and report them here. :)
