Ok I deleted all dpkg and cydia update and private and downloads and I can't download or install cydia impactor if I can't delet or install or update anything in cydia

Which files and folders exactly?

@@DiDA would it have to be the same iDevice and iOS for the files to work correctly?

I don't know but the reson I deleted them is because cydia wouldn't let me delet or download anything I hit the modifi button and nothing happens and so I put it in safe mode and I can download some things then I saw a video on YouTube and copied it and it didn't work and now I can't download in safe mode or regular and the buttons still don't work

It happened to me too, I had to restore and rejailbreak.

 

I can upload files to you, i have iOS 9.0.2 too. But idk if you need the same iDevice.

Doubt it. The files should be universal.

 

But just to be sure, it should at least be from a similar device.

I have iPhone 6, not sure if it's working?

Upload them for him. Also give him the exact permissions your files have.
