If you made a Backup on iCloud on your computer, i think you will click Restore Backup or something like taht.

You'll have to wait for an iOS 9.1 Jailbreak, Apple stopped singing iOS 9.0.2 which means you can't anymore downgrade, it's the only way to restore your iPod, there has been news that iOS 9.1-9.2 Jailbreak will comeout before 2016. Updated November 14, 2015 by Anthony Leodones

Go into safe mode and then downgrade Cydia Substrate, it's as easy as that

Ok so, you need to put it in safe mode.

 

Turn off your device, hold the power button and home button until it goes to a black screen.

 

Hold the power button for 2 seconds whilst holding the volume up button.

 

release the power button. but continue to hold the volume up button.

 

Now you're in safe mode, go to cydia and go to changes.

 

If there are any, upgrade.

 

Delete tweaks you think are contributing to this.

 

WHAT EVER YOU DO, DO NOT UPDATE.

he said he did it i just confusing that he did it right or not, this is how i enter safemode: turn off screen by holding power button until the screen completely off, turn on apple logo using power button and release when you see apple logo and hold volume up button for 1-2 mins cheats and hacks can make this problem too so check cheats and hacks you just install Updated November 15, 2015 by Dao Noob

It's not cheat or hack this is a common problem with iOS 9 I used 6 different iPhones 5 5c 5s and 6 all these mobiles I'm 101% sure it's a bug because you have jailbroken device all you can do is update to a newer version and wait ????
