I've already tried

Connect your iDevice on your computer and run the latest version of iTunes, iTunes will detect that your iDevice is on Recovery Mode, click the "restore device" button and it will download the latest version of iOS which is 9.1. Wait for the download to finish and click the Restore Device again and it will install 9.1 on your device.

It will make it a new iDevice.

This also Happened To Me, and i just did the same steps as I've written above, and i got my ipad fully working.

DO NOT UPDATE TO IOS 9.1

Ok so, you need to put it in safe mode.

Turn off your device, hold the power button and home button until it goes to a black screen.

Hold the power button for 2 seconds whilst holding the volume up button.

release the power button. but continue to hold the volume up button.

Now you're in safe mode, go to cydia and go to changes.

If there are any, upgrade.

Delete tweaks you think are contributing to this.

WHAT EVER YOU DO, DO NOT UPDATE.
