To fix your issue:

 

Hold down power and home button. As soon as the apple logo pops up, let go of the power button. Then, hold the volume up and the home button. It should boot properly. Downgrade Cydia Substrate to the previous version.

Umm all he did was delete the hosts file, this isn't necessary, is it?

Wait why you need to restore your ipad if you only delete the host file?is the host file is an important file?

Not necessarily but it's needed.

 

You could have just asked the content of hosts file from someone else's iDevice so you could apply it on yours and it would have worked.
