I went to Cydia and tried to install a tweak. It took too long and I tried to close Cydia

if i understand this you mean you install a tweak then close cydia when it install the tweak right?

try to refresh cydia and tell us if it give you errors also see if you can find the tweak what you tried to install it 

to find it go to cydia then installed and search for it

Nothing has been working

I went into cydia and it gave me an error saying something to do with rocketbooststrap

Uninstall Cydia Substrate and PreferenceLoader so all your tweaks will get uninstalled which then theoretically will let you boot into normal mode.

 

From there reinstall tweaks and apps but this time, don't kill the installation process.
