hold the power and home button until reset then hold the volume up button until it comes on

put it in safe mode and then run cydia impactor if you want to just run fresh with the same firmware then rejailbreak. hold power button + volume down ( i think it is down lol if not try the volume up ) then just release the power button usually after 2 seconds and keep holding onto the volume button (again not sure if it's top or button, it's been awhile but yeah just try either one if the other didn't work). give a thank if it worked or die >:OOOO

really? dang i thought that would've done the trick well you could try the dfu mode or better yet the connect to itunes recovery but then instead of have the usb connected to a pc connect it to the charger and just stick it in there after you enter in the recovery mode it should bump out to the screen or at least i remember doing that one time on my ipod touch which was like back in the ios 6 days lol.

sad to say bro when my phone did that before and the only way you want that to stop is losing your jailbreak thats the only way to fix it

When this happened to my iPhone 5 iOS 8.3. I sent myself effective power. Its the only way that I could get it into Safety Mode.

 

If this doesn't work it's an error in cydia. I would report it to Saurik.
