Make sure you're using the latest 4.0.1 as that introduced rootless support:

Filza working but the terminal not and i have openssh installed

A lot of apps & tweaks need to be updated to work on rootless Jailbreaks. You likely need to wait for a terminal app to be updated if they haven't already.

Yes, I have tried the latest filza, it works except when trying to install deb files, there's no output in filza when pressing install.  Not sure if there's some dependencies needed to install deb files or something? Is it possible otherwise to install it manually?

You could try extracting the .deb manually and placing the dylib & plist files where they're supposed to go.

I tried manually installing Laxus’ iAP tweak manually. It appears in settings but throws this error when pressing on it. Assuming that it’s the same reason cheats aren’t working? Not sure, maybe it means more to you.

If you converted this deb properly, it would’ve worked. However I noticed it breaks my notifications for some reason. LocaliAPStore14 does work surprisingly. Needs to be converted though.

Additionally, avoid trying to use Filza to install packages. It shouldn’t be, but Filza needs to be properly updated for rootless/fakeroot.
