I think the relevant files in the restricted area should be deleted or modified to always be Russian. I suspect that the side loaded IPA (with plug-ins) cannot connect to the AppStore and identify the region, so it is stuck in the progress bar. It may also be the bundle ID or other IDs. I don't know. This is a known issue which we're investigating. Please note that if you install via a paid Apple ID or iOSGods App+ or iOSGods App , it will work. The issue is only with free Apple IDs.
