Help/Support DEB file doesnt show up after installed, respring many times.

I have installed many deb file but this is the only one i cant see the menu after resping. My device is ipad mini 2 with ios 8.4 . I have installed preferenceloader, cydia substrate. Please help

im using filza, its final line is something like this:
