Help/Support VIP still stuck in Enqueued

Paid for VIP, cannot download as it's still stuck in Enqueued status. Have waited 40 min, still nothing. App is Microsoft teams.

 

I have signed out and back in multiple times, I have tried in a new browser. My VIP status is showing in the menu with a 4 second estimate. 

I see lots of posts from others having the issue, but frustratingly the solution isn't listed. An admin does something and the person says thanks and leaves. 0 info, so I'm making a new thread.

Seems like the decryption for Microsoft Teams has been successful. Not sure what happened exactly but we are working on improving the service.

Thank you. Can you please point me to where I can read official stuff from you guys about re-enabling SIP ? Is it correct that once you do all these apps won't work? I tried exporting to Sideloadly, but all the apps instantly crash when opening despite working when launched from Playcover.
