I've tried the many tools out there and most sites say it is outdated and won't work on any rev. 8.0+ I'm running 9.1B and would like to change my AT&T text to other text. non-JB.

Yes. Most sites I've checked stated the common tool (CustomCarrier) stopped working upon release  of a revision 10-12 months ago.

There used to be some tools but not sure if they work on iOS 9..

Yeah, I'm guessing they're all outdated but I'm not very sure.
