That's how orders work. 

You don't get all of the followers that you ordered, no matter the app.

You're better off ordering the ones on the lower end because they'll give you more for your coins.

Yes, because it seems like you only get a certain percentage of the followers requested and therefore you should order the lower ones because you'll end up gain more.

However it will be more time consuming.
