It still doesn't work cuz it kicks me out of that menu and when I open it up again it says thank you and I go through Tht process again

Tap thank you, and double tap home button to go back to settings app. It will allow you to toggle those features

Can you be more precise on what you mean? If you toggle them in settings menu they should work just fine. What steps are you doing?
