and place them all in that folder then reboot.

Okay I'm rebooted and it doesnt appear that any of that installed itself 

still have my error at running debian packager

You don't have the terminal icon on your springboard?

 

I believe OpenSSH is installed now so you can use PuTTy and run the command.

Run the apt-get update command on it.

Connection refused, i think it would behoove me to restart from scratch

Connection refused means no OpenSSH was installed.

 

Just restore back to factory, restore from your backup you made before Jailbreaking and then Jailbreak using Pangu.
