2. Cydia
3. gangster Vegas latest version (2.0.0)

Tutorial:
1. Go to iOSGods
2. Visit this topic: http://iosgods.com/topic/258-gangstar-vegas-v200-10/
3. Thank/Reply to it and add the source to your Cydia.
4. Scroll to the letter "G" and find "Gangstar Vegas Cheats"
5. Install the package and cydia will ask to restart your springboard
6. After you restart your springboard go to your idevice settings and scroll down till you find the cheat
7. Enable the first box which will enable all the hacks and then the second box which will prevent you from getting banned
