I had this issue for weeks, and I tried every solution there was on the internet, and the only solution that worked for me was changing the usb port I had my iPhone XR (non jailbroken) connected to, then it worked lol.

This also worked for me, thanks a lot

My solution to this was unplugging and replugging my iPhone from the PC and making sure that the iPhone trusted the PC before signing an app from Sideloadly.
