Is there a way to upgrade with jailbreak to ios 8.3, currently I'm running 7.0.4

Can I just upgrade thru the settings and then re jailbreak my phone

You cannot upgrade via your Settings/OTA.

You can only restore to the latest iOS version via iTunes and then Jailbreak since there's a Jailbreak for iOS 8.4.
