I think what he meant was that he want to download games to his computer and transfer it to his phone via cable.

Do you mean iFunBox?

You can install IPA's (apps) using that

You can download ifunbox or iTools and install them.

 

Or you can transfer ipa to iPhone's root like "mobile/documents" somewhere easy to find and install it with Filza file manager
