Help/Support I have my IPA for an app sitting in my files on my phone now what?

I bought a usb/phone adapter and decided to try and get my IPA to my phone that way since cydia impactor is having issues that seem to yet be resolved.

I have the 8 ball pool IPA for the 4.6.2 mod sitting in my files Application: in my icloud file inside a folder. 

Now how do I move it from files to be able to play it? I have already made sure that my original 8 ball pool app is deleted

Since Cydia Impactor is down, you'll have to use altenative tools to sideload it. Or Mac & Xcode.

I have windows 10 operating system so I cant run Xcode so I ended up having to import it from my phone back to my PC & sync it to my phone via iTunes. 

Ive got it to the point I can see the app on my home screen but unfortunately its not installing its just sitting there & I cant open it up.. 

What can I do to fix it? ive already deleted & redownloaded & still same problem
