I am on iOS 8.3 and want to update to iOS 8.4 as

It has Apple music so can just update or I have to restore an update

Because I will of course jailbreak iOS 8.4 as well

So I backup restore and update so will I have all my apps I really love my apps

Yes you will.

Backup via iTunes, backup apps too, restore to 8.4, jailbreak, then restore from backup.

Cracked apps won't be backed up btw..
