Can you try re-installing the Cydia .deb here:

Unsure really. Depends on how it was updated and what's on your device.

yes , is underway in my iphone . too long because I had to find a high spot to get a stable signal .

The Ipad I had finished , but I had to repeat some applications from Cydia because there could not be opened .
