It is not quite clearly described; I tried to do it differently. One of the problems I face after updating my iPhone or iPad to iOS 9 is the Wi-Fi issue. Many users reported that they solved their problems by disabling Wi-Fi in Settings> Privacy> Location Services> System Services. This only affects the tracking of your location, and does not turn off Wi-Fi completely. Often times, if you have problems with your DNS servers, you can switch to Google DNS or OpenDNS. To get it right, it's best to read this post from RouterCTRL beforehand. If that doesn't help with your Wi-Fi issues either, you can rollback iOS back to iOS 8.4.1 and see if that works. Apple still supports iOS 8.4.1, so you can do that.
