It's just you. Maybe your Wi-Fi is too slow to access the repo or your ISP may have blocked it?

You need to add that in Cydia as a repo.

@DiDA i install ios8.4  and use  taig 2.3 but when i do back up all cydia  repo back. without add them and. cant add any new repo  bigboss or any thing this massge appear http://imgur.com/IoAHiNR
