So I downloaded the IPA for alliance x empire but the game is stuck at loading screen. How do I get the remainder of the data that is supposed to be pre downloaded from app store

iOS doesn't have any OBB data. The way you could get them was to grab the Documents & Library folder of an app that already has it.

But there's only a limited amount of things you can do on a Non-Jailbroken state.
