I have found the solution to the problem. I recently did a complete computer wipe/reinstall and I encountered this issue. The problem is not having Python installed. I found this by searching only part of the error string and I noticed it was derivative of a Python error. Hopefully this gets fixed in the future. You really should not have to have Python installed to use this.
Couple of notes that may help someone else trying to fix this. Here is a [LINK] to the Python install applicable to Windows 7 (version 3.8.10). If a certain Windows security update is not installed yet, you will need to install it before Python can be installed. Here are two links [LINK1] [LINK2] to help with downloading and installing the correct update (KB2533623 is superseded by KB3063858). That's all, it will work after that 😀
