The blackout event thing will happen anytime you connect from a country where a cable station has an agreement to broadcast UFC fights. Basically the UFC agrees not to compete with cable, even if you paid for a Fight Pass membership.
So Fight Pass exclusive fights stream live. But if the early prelims or prelims are on a Fox channel, or TSN,or whatever, you're expected to buy cable TV to see those live. You can wait until after the fights are over, or the next day, and watch them on Fight Pass, since the cable station isn't at risk of losing any viewers.
PPV events are different, since the UFC expects everyone in North America to buy those... So no blackout. I heard some countries have PPV events on cable TV, (UK?) but I can't confirm that.
So those people who set their VPN to China or Japan probably logged in from countries without TV agreements - so no problem with the blackout period.
