You can use a VPN to buy the PPV from a country with a cheaper price. It's $24.95 if you buy from India which is the cheapest I could find. You can also try crackstreams they're usually pretty reliable. There's unlikely to be a fix any time soon due to the changes that were made.

No you still have to buy the event separately. You don’t need to subscribe to fight pass to buy PPVs.
