Help/Support Problem with debit card during checkout

It’s iOSGods PayPal that says merchant is not currently accepting PayPal payments. It will take paypal with a credit card but not PayPal with a cash balance. -
When attempting to pay for membership with non-jail broken iPhone 8Plus (iOS 12.3.2) I’m having issues with payment during checkout. Unable to process payment. With debit card i get “unable to process payment.” With PayPal I have similar issue. I had no problems buying the APP+ for one year at $19.99 but when I go to pay for the non jailbroken VIP Plus I get a debit card issue and saying I should try a different card even though I use the card without issue and just paid for two APP+ one year memberships. When I use PayPal the checkout insists I change my card. I also sell online and am aware you can require payments via credit card even with PayPal regardless if you have funds available in PayPal directly. Not sure what I’m doing wrong and I am sure PayPal and debt card. Works being that I bought two APP+ one year memberships for two separate accounts. Any thoughts or suggestions?
