how have you been installing the debian files? If you're on rootless you HAVE to install them through IGG rootless app.

update your packages via sileo or whatever package manager you have and it should work. If your not running the latest version of dopamine then update it and rejailbreak with the latest version.
That should make it work.

It is a testing feature, I am not too sure however I believe it is the clouds that you have to either pay or do something to unlock that section. I left it in for people to test and give feed back on if it works or not.
