I’ve been having the same issue (been here since February) and the reason for this is to reduce download traffic. Try commenting on things to get your post count up and it should promote you to member. Then you’ll be able to download apps and not have to worry about the newbie thing. Hope this helps

The app is usually open to all account ranks, but sometimes the traffic becomes too high and they make the downloads only available to member ranks or higher. The traffic blocker they put in place should be gone soon and you can start downloading again! Hope this helps 👍🏽
