Same issue here, I sideloaded to my iPad and Mac (Playcover). On Mac it asks me about my iCloud account, I hit continue and it happens again a few mins later. Looks like someone on Reddit had the same issue with a legit (presumably?) version. Hoping someone finds a workaround, I suspect it could be tied up with Apple Arcade/iCloud. Tried airplane mode but no luck either.
