I found a trick to advance in the settlement. If you use the one-shot kill hack, it works to a certain extent to advance in the expeditions. However, once there is too much of a gap between your team and the minimum requirement, you can no longer advance, but it does allow you to earn resources. If others have found tricks like this, I'd love to hear about them
