If I were to subscribe and sign up today, do I have access or are signups paused for the app? and do I need both VIP & the + App on a non-jailbroken device?

So, right now, are new registrations still paused?

Is there anyone who knows about editing your own save files? I don’t want to bypass any achievements but I would like to add (multiply) artifacts and add soul eggs. Not a lot for editing this game in iOS out there. Sad!
