Hi, I'm certain that is the app or network issue. When certs get revoked, you won't be able to install/run the application.
Try using another data, wifi or mobile data and see if that helps. Sometimes ISPs block certain connections.

I am pretty sure your membership didn't expire, it might just be cause you require VIP to download some hacks.
Purchasing iG+ does not give you a VIP privilege, aka the vip games can only be downloaded if you're VIP

@minhkhuong VIPs remove all ads inside iGMM (Mod Menu). So if there are ads inside the game by the game developer, you will still see those.

@SuccMachine There should be iOSGods logo in your game, click that to open the mod menu and you can select to enable IAP from there. Then do what you're doing

@NotAussieGuy Your current VIP subscription is only valid for Jailbroken VIP Section. You will need to buy different VIP package to access the VIP in the iOSGods App

Make an IPA of the original Instagram app. (Either crack it, or download from iTunes). Then locate inside .app folder and find 'Info.plist'
Open that file and find
<key>CFBundleIdentifier</key> <string>com.burbn.instagram</string> Change the com.burbn.instagram to anything else, like com.burbn.instagram2
Save the changes, and install your IPAs through Cydia Impactor
Make sure you delete the currently installed Intagram app, so you can install ++ and have the original as duplicate.
Alternatively, I think you can do the same for ++ IPA, so you don't need to go through hassle of getting the original IPA.
